Yes. The face is completely uncovered. That is the point: the ears are held back and the mouth is free.

No, it is fabric. It will get wet and it will dry. We would not describe it as waterproof

Hand wash cool and air dry. It is a stretch tube, so a hot wash and a tumble dryer are what take the stretch out of it.
